The time? 7:00am.
"I'm a Barbie girl, in a Barbie world..."
"Oh, shut UP!" Ino moaned as she groped for her alarm clock. Smacking the Snooze button with her fist, she shut off the hateful song. Sitting up and rubbing her eyes, Ino cursed Kurenai for making that hateful song her alarm. But there was no going back- she was awake now, and so was everyone else. As Ino got up and made her way to the bathroom, Sakura ran past her yelling "Happy 1st of the Month!" at the top of her lungs as she hurled herself into the bathroom and locked the door. Disgusted at the fact that Sakura could have so much energy this early in the morning, Ino was suddenly hit by two different thoughts. Number one- they'd been here for over a month! Number two- there were exactly 30 days 'til Halloween, and she didn't even know what she was going to be!
Later, as the all sat down in the cafeteria and ate their lunches, the 11 genins and 1 chuunin came to a conclusion: They would mostly keep their costumes secret from each other, to be revealed at Halloween. Only a few people actually knew what they were going to be, but they kept it secret. Surprisingly, on their arrival in our world, it had taken them quite a while to discover anime. Needless to say, they didn't hear about Naruto, but they did hear about some of the other ones- InuYasha, Fullmetal Alchemist and Ouran High School Host Club, to be precise. As a matter of fact, the only ones who didn't get addicted to one or the other immediately were Shikamaru, Chouji, Shino, Neji and Lee.
The last strangeness came at the end of the day, when, as they were gathering their books and stuff, the principal came on the PA and announced: "Don't forget, everyone- tickets are now on sale for the Halloween Dance- Oct. 31, from 7:00pm until 10:30pm. At that moment, several things happened- to Ino, Sakura, Hinata, Naruto, Lee and Sasuke. You'll see what they are as October unfolds!
There are some clues in this chapter, and there will be some in the chapters leading up to Halloween. But here are the base clues to get you started:
1) Ino is short.
2) Neji is un-Neji, while Lee is very Lee.
3) Kiba's starts with I.
4) Tenten is Kiba's schoolgirl.
5) Hinata's boyfriend is her costume's guy too.
6) Shikamaru's rewriting physics laws.
7) Chouji's a very popular campfire snack.
8) Sakura's and Ino's characters are a very popular couple.
9) Shino's just....well.....Shino.
10) No one but Hinata has the same first letter as their costumes.

Well I've never heard of Ouran High School Host Club but the others I know pretty well.
I've figured out Kiba, TenTen, Chouji, but the rest are a little too hard at the moment, since I don't know that other show.
And Clue #5 is a little strange. I assume by Hinata's boyfriend you mean the only character left unmentioned that is a blonde.
And no clues for Sasuke?
